WHAT IS THE ROLE OF THE PARLIAMENT IN IMPLEMENTING THE SUSTAINABLE DEVELOPMENT GOALS?

On February 24, the Senate of the Oliy Majlis of the Republic of Uzbekistan, the UNDP Regional Center for Europe and Central Asia and the “Development Strategy” Center organized a seminar on "Strengthening the role of parliament in achieving the Sustainable Development Goals (SDGs) in Uzbekistan."

The participants of the event attended by First Deputy Chairman of the Senate Sodiq Safaev, Executive Director of the “Development Strategy” Center Eldor Tulyakov, chairmen of committees of the Senate and the Legislative Chamber of the Oliy Majlis, members of the parliamentary commission on SDGs, local senators and deputies, UNDP and media representatives, exchanged views on further enhancing the role of Parliament and local councils in monitoring and promoting the Agenda for Sustainable Development until 2030

In particular, First Deputy Speaker of the Senate Sodiq Safaev made a special note, that President Shavkat Mirziyoyev in his speech at the 75th session of the UN General Assembly put forward an important initiative to adopt a special resolution of the UN General Assembly on achieving the Sustainable Development Goals and enhancing the role of parliaments in ensuring human rights, and spoke about the ongoing work on parliamentary reform in Uzbekistan.

Admittedly, efforts are now underway to draft this resolution. This work is also supported by international partners of Uzbekistan. The most important directions of these Sustainable Development Goals serve as a program for Uzbekistan.

Also, the main tasks of the Parliamentary Commission established in 2020 are to integrate the SDGs into the legislative process and ensure the effective implementation of parliamentary oversight. The first draft of the Voluntary National Review of the Republic of Uzbekistan on the implementation of the Sustainable Development Goals was developed with the participation of members of the parliamentary commission. For the first time, Uzbekistan was among the 49 countries that presented it to the high-level political forum on sustainable development.

At the event there was given a hearing to the briefing of the Chairman of the Senate Committee on Budget and Economic Reforms E. Gadoev, Chairman of the Committee on Labor and Social Affairs of the Legislative Chamber M. Khodjaeva a on the content of the BRM concept and the work being done by the Parliamentary Chambers in this regard.

In order to implement these measures consistently and effectively, the workshop included a talk with Mikhail Pelyakh, UNDP Regional Officer.

It was noted at the seminar that this year it is planned to study the status of 5 national goals in the framework of sustainable development, hear information from members of the Government on its results, as well as prepare a draft parliamentary inquiry on the implementation of 4 goals.

At the end of the seminar, which was held based on lively discussions, opinions, suggestions and recommendations, members of Parliament and experts identified further measures to strengthen the role of parliament in achieving the Sustainable Development Goals.
