OVERVIEW OF ACTIVITIES PERFORMED IN THE FRAMEWORK OF THE STATE PROGRAM

The State Program for the implementation of the Action Strategy in the "Year of Youth Support and Health" provides for the implementation of measures for a total of 273 items in 2021, including 126 items by July 1 this year.

As of 15 July, this year, the measures set out in 99 items (including 9 items ahead of schedule) have been fully implemented. The Cabinet of Ministers and the Presidential Administration of the Republic of Uzbekistan have submitted draft normative legal acts and relevant proposals on the implementation of 29 items, which require additional time and have been extended due to conditions and circumstances. The draft normative legal acts on the implementation of 2 items were submitted to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan. In addition, relevant work is underway to ensure the implementation of 3 items.

In particular, 2 laws of the Republic of Uzbekistan, 5 joint resolutions of the Councils of the Oliy Majlis, 2 resolutions of the Senate Council, 3 decrees of the President of the Republic of Uzbekistan, 8 decrees of the President of the Republic of Uzbekistan, 24 resolutions of the President of the Republic of Uzbekistan and 24 Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan were adopted.

At the same time, a program of measures on 20 items has been developed. Practical measures on 13 items were completed, departmental and interdepartmental normative documents on 7 items were approved.

In addition, significant and large-scale work has been carried out under the State Program and within it. Including:

On youth support

Festivals were held across the country under the motto “New Uzbekistan Youth, Let's Unite!”, with the participation of about 6 million enthusiastic and aspiring young people, which is a show of maturity and true patriotism. In particular, on June 30, the President of the Republic of Uzbekistan Sh. Mirziyoyev took part in the forum of youth and students of Uzbekistan.

In order to implement the new initiatives and ideas put forward at the Forum of Youth and Students of Uzbekistan and to ensure the implementation of the tasks set out in the State Program, the Decree of the President of the Republic of Uzbekistan "On additional measures to support youth and further increase their social activity" has been adopted.

According to the Decree, the following was established:

- One-time financial assistance in the amount of 500 thousand soums from the state budget for each child under 18 years of age of families included in the "Iron Book" in August 2021;

Reimbursement of the full amount of the payment-contract for the first academic year in the 2021/2022 academic year to the children of families included in the "Iron Book" studying in public higher education institutions at the expense of the State budget;

Unsecured loans of up to 33 million soums for children from families included in the "Iron Book" and "Women's Book" and young people included in the "Youth Book" to build additional housing in their homes when newlyweds;

In order to strengthen the social protection of young families, to provide subsidies for the purchase of housing for an additional 2,000 young families on the down payment and interest payments under the mortgage program;

From September 1, 2021 for students studying in higher education institutions of the republic on a contract basis to receive educational loans in the amount of the Central Bank's interest rate and repayment within 7 years from the seventh month after the end of the study period;

Payment of additional bonuses from the state budget to the salaries of young professionals who graduated from or received academic degrees of foreign higher education institutions included in the top 500 list of prestigious international rating agencies and operating in government agencies, organizations and institutions;

Establishment of the Youth Business School in Tashkent from September 1, 2021, and its branches in all regions from 2022;

From October 1, 2021, organization of competitions for youth start-up ideas "First Step to Business" and introduction of the practice of awarding grants to at least three winners in each district and city;

Grant funds up to 200 times the basic calculation amount for each of the best projects and they will be implemented within the additional funds allocated from the State Budget in the amount of 100 billion soums in 2022-2023;

From the 2021/2022 academic year, the gradual introduction of information technology classes in general secondary and secondary special, vocational and higher education institutions on the basis of the Cambridge program and retraining of teachers on the basis of this program;

Completion of high-speed Internet connection of all general secondary schools by the end of 2021;

Starting from October 1, 2021, in order to encourage authors of works of art for young people through organizing the competition "The best book for children and youth", the winners of the contest will receive 100 million soums for the first place, 75 million soums for the second place and 50 million soums for the third place.

On strengthening health of the population

Two decrees and five resolutions of the President of the Republic of Uzbekistan have been adopted to strengthen health of the population and further accelerate reforms in healthcare system.

660,000 doses of AstraZeneca and 6.5 million doses of ZF-UZ-VAC 2001 vaccine and 370,000 doses of Russian Sputnik-V vaccine have been delivered for the effective organization of measures to combat the coronavirus pandemic. To date, population was vaccinated with a total of 5.3 million doses of vaccine.

On increasing the effectiveness of the system of combating corruption and early prevention of corruption

There is adopted the Decree of the President of the Republic of Uzbekistan "On measures to create an environment of uncompromising attitude to corruption, sharply reduce corruption in public administration and expand public participation in it"

The decree stipulates that from January 1, 2022, there will be introduced a system of mandatory declaration of income and property of civil servants, heads and deputies of organizations with a state share of more than 50%, state enterprises and institutions, their spouses and minor children.

Also, the resolution of the President of the Republic of Uzbekistan "On additional measures for the effective organization of anti-corruption activities" was adopted, which stipulates that from September 1, 2021 in public authorities, state unitary enterprises and institutions, organizations with a state share of more than 50% recruitment will be performed on the basis of open competition and with real-time monitoring of test activities within the competition via the Internet.

On ensuring openness and transparency in government agencies

In order to improve public control by ensuring openness and transparency of government agencies and organizations, freedom of access to information, the President of the Republic of Uzbekistan issued a decree "On additional measures to ensure transparency of government agencies and organizations, as well as effective public oversight."

To support women, to ensure their active participation in life of society

In this regard, the President of the Republic of Uzbekistan adopted a resolution "On measures to further improve the system of support for women, ensuring their active participation in the life of society."

The resolution established the Republican Women's Public Council, reorganized the State Targeted Fund for Women and Family Support as the State Targeted Fund for Women's Support, and defined its main tasks.

On implementation of programs “Obod Qishloq” and “Obod Mahalla”

The resolution of the President of the Republic of Uzbekistan "On additional measures to implement the programs "Obod Qishloq” and "Obod Mahalla" aimed at improving the living standards of the population in remote areas, rural areas, the creation of the necessary infrastructure has been adopted.

In accordance with the resolution, the parameters for the implementation of construction, repair and beautification works worth 20.8 trillion soums in 2021 in 7794 villages and mahallas were approved.

On ensuring the participation of citizens in formation of the state budget

In order to actively involve the population in the formation of the state budget and shaping of socio-economic development projects in the regions and expand public participation in solving pressing local issues, the President of Uzbekistan adopted a resolution "On additional measures to ensure active participation of citizens in the budget process."

According to the resolution, there is planned that from May 2021, 5% of budget expenditures in 14 districts (cities) will be directed to the financing of public events, formed on the basis of public opinion, to increase from July 1, 2021 the minimum amount of additional funds from the budgets of districts (cities), allocated for the financing of activities formed on the basis of public opinion, from 10% to 30%, district khokimiyats will post information on budget financing of public opinion-based activities on the quarterly basis at official websites and on the Open Budget portal.

On the development of financial markets

The resolution of the Cabinet of Ministers "On approval of the Regulation on the procedure for conducting statistical reporting on formation of the review of non-banks and other financial institutions" was adopted.

This resolution will increase the country's investment attractiveness by providing international financial institutions and foreign investors with complete statistics on the state of the financial sector, as well as further improve the country's position in international rankings and indices.

The establishment of this review, together with the monetary reviews prepared by the Central Bank, will ensure the conduct of the "Financial Sector Review" and the full coverage of statistics of the banking and financial system of the country in a single format on the basis of international standards.
