OFFICIALS, PARTNERS, EXPERTS DISCUSSED TRANSPARENCY OF ADMINISTRATIVE COURTS
The international round-table discussion on ‘Ensuring the openness and transparency of the judicial system at the current stage of judicial reform’ has wrapped up at the Development Strategy Center
The event was organized by the Supreme Court of the Republic of Uzbekistan in partnership with the Development Strategy Center, as part of the international conference on ‘Administrative Procedures in the Republic of Uzbekistan: Current State and Development Prospects’ in Tashkent. It was also attended by representatives of the National Human Rights Center, United Nations Development Program in Uzbekistan, the OSCE Office for Democratic Institutions and Human Rights, the OSCE Project Coordinator in Uzbekistan, the United States Agency for International Development (USAID) and the German Foundation for International Legal Cooperation (IRZ).
Chairing the meeting, Eldor Tulyakov, Director of the Development Strategy Center, Member of the Legislative Chamber of the Oliy Majlis, briefed the guests on the goals and objectives of the discussion.
Speaking at the event, Deputy Chairman of the Supreme Court of the Republic of Uzbekistan Bakhtiyar Isakov pointed out to the fact that further improvement of the legislative framework of the judicial system, strengthening the independence of the judiciary, improving the quality and efficiency of justice, ensuring the openness and transparency of the judiciary build up the basis of reforms in the judicial and legal system as part of the implementation of the National Action Strategy on Five Priority Development Areas 2017-2021.
The Deputy Chairman of the Supreme Court noted that Uzbekistan has built the infrastructure of modern information and communication technologies in the judicial system, and that the renovation is based on the development of information resources and systems, on the scaled introduction of electronic document management system, and on the provision of interactive services for citizens through official websites of judicial agencies.
Representatives of the United Nations Development Program in Uzbekistan, the National Human Rights Center of the Republic of Uzbekistan, the OSCE Office for Democratic Institutions and Human Rights, officials of the Chamber of Advocates, members of the Legislative Chamber of the Oliy Majlis and other participants also spoke at the event. They expressed views about the progress of reforms aimed at ensuring the openness, transparency and efficiency of the courts by introducing advanced information and communication technologies, and at improving the quality of legal proceedings in courts and the level of public access to justice.
In this context, the participants and representatives of the media discussed the specifics of media coverage of the trials, the formation of public opinion about the administration of justice, and, most importantly, the essence of open information in making fair decisions in the courts.
Currently, experts of the Development Strategy Center are recapping the proposals and recommendations of the participants regarding the creation of an enabling environment to further raise the status of administrative courts in society, and ensure their publicity. They will be published on the official website of the Center.
