LEGAL FRAMEWORK OF EQUAL RIGHTS AND OPPORTUNITIES FOR MEN AND WOMEN DISCUSSED IN FERGANA

the Development Strategy Center held an event in Fergana in collaboration with the Commission on Family and Women's Affairs of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and the USAID Representative Office in Uzbekistan.

The event was organized in pursuance of the tasks set in the Resolution of the President of the Republic of Uzbekistan ‘On additional measures to further strengthen the guarantees of women's labor rights and support for entrepreneurial activities’ dated March 7, 2019. The participants came together to discuss the draft Law of the Republic of Uzbekistan ‘On guarantees of equal rights and opportunities for men and women’.

The discussion brought together representatives of the Development Strategy Center, members of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, representatives of the USAID Judicial Reform in Uzbekistan Program, the administration of the Fergana region and the media.

The speakers emphasized that Article 46 of the Constitution of the Republic of Uzbekistan stipulates that "women and men are equal." This is a legal guarantee for the full-fledged engagement of women in all areas of the country's life as active members of society, but there is still no separate holistic law.

It was also noted that the discussion on the ground would provide an additional opportunity to improve the draft law, ensure its viability and full compliance with the existing social conditions.

The participants reviewed the ‘Legal framework for women's rights and opportunities’ and exchanged views on existing problems in ensuring equal rights and opportunities for women. It was proposed to fully reflect the legal framework of their effective application in the draft that is being discussed. They paid close attention to ensuring the full functioning of each paragraph.

All proposals for improving the draft law were recapped by experts of the Development Strategy Center.
