I. CREATING DECENT CONDITIONS FOR THE REALISATION OF EACH PERSON'S POTENTIAL

Реформы в системе образования

1.1. Reforms in the education system

  • Raising the preschool education system to a new level and ensuring full coverage of children;
  • Implementation of the " Favourable Environment for Education" programme in the general secondary education system;
  • Raising the general secondary education system to a new level;
  • Raising the status of teaching staff, developing their knowledge and qualifications in line with international standards;
  • Broad involvement of the private sector for the development of general secondary education;
  • Educating students with modern knowledge and skills through the development of a vocational education system;
  • Expanding the coverage of higher education, improving the quality of training of specialists with higher education;
  • Improving the organisational and managerial activities of higher educational institutions, strengthening their material and technical support;
  • Enrichment of fundamental research with new directions based on modern requirements;
  • Strengthening applied research in the fastest growing sectors of the economy, introduction of "enterprise - university - scientific organisation" cluster system;
  • Increasing the share of young researchers, supporting their scientific research;
  • Wide implementation of innovative activities in all areas, support for scientific research and innovative initiatives.

1.2. Reforms to ensure the population's health

  • Increasing the average life expectancy of the population;
  • Further bringing primary health care services closer to the population;
  • Improving the effectiveness of prevention and treatment of hereditary diseases in children;
  • Reducing maternal and child mortality, ensuring a healthy childhood;
  • Early diagnosis of oncological diseases and reduction of mortality rate;
  • Improving the prevention of non-communicable diseases;
  • Ensuring a healthy and active ageing;
  • Formation of proper nutrition and healthy lifestyle among the population;
  • Widespread implementation of digital technologies in the field of medicine.

1.3. Social service delivery and poverty reduction reforms

  • Radical improvement of the professional social services provision system;
  • Creation of a new system to support persons with disabilities, as well as the formation of a comfortable and favourable environment for them;
  • Improvement of the social protection system for children;
  • Strengthening the system of support for women, ensuring their rights and legitimate interests, increasing women's social, economic and political activity and ensuring gender equality;
  • Comprehensive support for representatives of the older generation;
  • Reducing the poverty level in the country;
  • Ensuring employment of the population with income-generating labour, improving the social insurance system;
  • Training of citizens for a profession at the state's expense, development of their professional skills and qualifications in the use of modern equipment and technologies.

1.4. Reforms in the directions of state youth policy and sports

  • Creation of a system for teaching young people modern professions and foreign languages;
  • Raising the intellectual potential of young people, stimulating their scientific activity;
  • Strengthening the social protection of young people and reducing the unemployment rate;
  • Further popularisation of the IT-sphere among young people and increasing export of services in the sphere;
  • Increasing the coverage of young people involved in physical training and sports;
  • Increasing the share of young people in the country who are involved in sports professionally and on a permanent basis;
  • Improving the system of training highly qualified and efficient athletes for national teams;
  • Development of the Olympic and Paralympic Movement.

1.5. Reforms to ensure spiritual growth and raise the cultural sector to a new level

  • Ensuring a stable socio-spiritual environment in society;
  • Widespread popularisation of the pearls of Uzbek and world literature, development of a culture of book reading in society and provision of information and library services to the population;
  • Comprehensive development of modern theatre and circus art, creation of artistic and ideological stage works;
  • Increasing the country's tourism potential by popularising Uzbek national art;
  • Further improvement of activities to conserve, scientifically study and promote cultural heritage;
  • Development of activities and strengthening of the material and technical base of cultural organisations, support for employees of the sphere, and development of visual and applied arts;
  • Development of the national cinematography.
II. ENSURING THE WELL-BEING OF THE POPULATION THROUGH SUSTAINABLE ECONOMIC GROWTH
  • To double the size of the economy by 2030 and join the ranks of upper-middle-income countries;
  • Ensuring fiscal stability and effective management of government liabilities;
  • Efficient utilisation of the local raw material base and development of advanced technology-based industry;
  • Development of "driver" industries and full utilisation of the regions' industrial potential;
  • Further enhancement of the country's investment attractiveness and accelerated development of the security market;
  • Accelerating reforms in the banking system, increasing the volume of the banking services market and developing competition in the banking sphere;
  • Transition to a green economy, dramatic increase in the renewable energy utilisation rate as its basis;
  • Uninterrupted supply of economic sectors and population with necessary energy resources;
  • Deepening the integration of the Republic of Uzbekistan into global transport and logistics networks and increasing the potential of the national transport system;
  • Sharp increase in yields and profitability in agriculture;
  • Strengthening the export potential of the national economy and radically increasing the share of high value-added products in its composition;
  • Consistent transfer of monopolistic spheres to market principles, increasing the share of the private sector in the economy, and creating the most favourable conditions for the free activity of entrepreneurs;
  • Turning the country into a regional "IT-HUB" through the development of digital technologies;
  • Increasing the number of tourists by creating wide opportunities for the development of external and internal tourism in Uzbekistan;
  • Accelerated development of the service sector in the regions;
  • Integrated development of regions, implementation of the urbanisation strategy, increase in the level of provision of the population with affordable housing;
  • Providing infrastructure projects with stable and long-term sources of financing.
III. CONSERVATION OF WATER RESOURCES AND ENVIRONMENTAL PROTECTION

3.1. Reforms on water conservation

  • Improving the culture of rational water use and efficiency of water expenditure in the republic;
  • Ensuring rational water use in the agricultural sector;
  • Development of irrigation system and water saving technologies, wide introduction of private sector and public-private partnership mechanisms in the management of the sphere;
  • Reduction of electricity consumption by pumping stations as part of the widespread introduction of "green energy" technologies;

3.2. Reforms on environmental protection

  • Radical improvement of the environmental situation in the republic, elimination of environmental problems affecting human life;
  • Expansion of the “Yashil Makon” nationwide project aimed at stabilising the environmental situation;
  • Expansion of forest area;
  • Stabilisation of the environmental situation in the Aral Sea region, mitigation of the negative impact of environmental problems resulting from the Aral Sea desiccation;
  • Preventing the negative impacts of climate change;
  • Ensuring sustainable biodiversity conservation;
  • Improving the quality of solid waste collection and disposal services;
  • Preventing atmospheric air pollution, taking decisive measures to preserve its natural composition.
IV. ENSURING THE SUPREMACY OF LAW, ORGANIZING PUBLIC ADMINISTRATION ORIENTED TOWARDS SERVING THE PEOPLE

4.1. Reforms on the organization of public administration focused on serving to the people and improve public governance

  • Turning the mahalla into a "connecting bridge" between the public and government agencies in ensuring the well-being of the population and resolving routine issues in the regions.;
  • To turn the representative bodies of local governmental authorities into a true "voice" of the people;
  • Transformation of the activities of the executive bodies of local governmental authorities, establishment of territorial management based on the principle of "serving the interests of the population";
  • Introduction of the "Service State" system for the population by expanding the scope of digitalisation of public services, eliminating bureaucratic procedures in the relationship between the citizen and the state;
  • Organisation of the activities of public administration bodies on the basis of the principle of "the State serving the people";
  • Further enhancing the role of the Chambers of the Oliy Majlis and political parties in building the New Uzbekistan;
  • Ensuring harmonisation of rulemaking and reforms, development of institutional foundations of the legal policy of the state;
  • Organisation of the civil service on the basis of the principles of meritocracy, integrity and professionalism;
  • Improving the effectiveness of the system for identifying and solving problems of the population by further enhancing dialogue with the people;
  • Further development of a free civil society and the activities of the mass media, turning Uzbekistan into a hub for the development of civil society.

4.2. Reforms to ensure the law supremacy and in the judicial and legal system

  • Ensuring the supremacy of the Constitution and laws, making the reliable protection of human rights and freedoms the main criterion for judicial and legal reforms;
  • Establishing effective judicial control over the activities of State bodies and officials, as well as further development of the administrative justice system;
  • Improving the attainment of justice by strengthening the independence of the judiciary and ensuring the openness of its activities;
  • Directing the activities of law enforcement agencies to protect human interests, honour, dignity and rights;
  • Fundamental improvement of the status of the attorneyship institute, as well as the development of a system for the provision of qualified legal assistance;
  • Improving the efficiency of the system for preventing corruption factors, accelerated continuation of work on forming an irreconcilable attitude towards corruption in society.
V. CONSISTENT CONTINUATION OF THE POLICY BASED ON THE PRINCIPLE OF "SAFE AND PEACEFUL STATE"

5.1. Reforms to conduct an open, pragmatic and proactive foreign policy

  • Consistent implementation of the foreign policy of the New Uzbekistan based on the interests of the people and the state;
  • Bringing practical cooperation in the Central Asian region to a qualitatively new level;
  • Developing mutually beneficial relations with traditional partners, expanding the geography of international cooperation, joining global production and supply chains;
  • Becoming a full-fledged member of the World Trade Organization;
  • Supporting compatriots living abroad, introduction of a permanent system of communication with them;
  • Improving the system of external labour migration, providing all-round assistance to citizens working abroad.

5.2. Reforms to strengthen the security and defence potential of our country

  • Further strengthening the guarantees of citizens' rights to freely seek, receive and distribute information;
  • Taking into account the complex global processes taking place in the world, further increasing the power of the Armed Forces, the country's defence capability and military potential;
  • Prevention of emergencies and life-threatening disasters related to global climate change;
  • Strengthening the border security;
  • Strengthening the atmosphere of inter-ethnic harmony in the society and developing friendly relations with foreign countries.
