On January 24, President of Uzbekistan Shavkat Mirziyoyev addressed the Parliament. In his speech, the head of state paid special attention to environmental issues and improvement of the environmental situation in the country.
Today, Uzbekistan is consistently pursuing policies to ensure environmental safety, rational use of natural resources, as well as to improve sanitary and environmental state in the regions. In recent years, under the leadership of the President, the republic has built a new system of public administration in the field of environmental protection, adopted a number of key regulatory legal acts, and updated drafts of strategic and policy documents.
Specifically, last year Uzbekistan adopted the Concept of Environmental Protection 2030 and the Concept of Development of Environmental Education, and approved the Strategy on Municipal Solid Waste Management 2019-2028 and the Strategy on Transition of the Republic of Uzbekistan to the Green Economy 2019-2030.
Meanwhile, certain problems related to the negative impact of the activities of industrial enterprises, contamination of soil with various types of industrial and household waste and air pollution still persist in environmental safety sector. Another important issue is related to the rational use of water resources in the agricultural sector, industry and utilities.
In his Address, the President of Uzbekistan pointed out to the need to develop a draft Environmental Code by October 1, 2020, involving leading international experts.
It is expected that the Environmental Code will allow regulating relations in the field of environmental protection, restoration and conservation, use and reproduction of natural resources in the course of economic and other activities related to the use of natural resources and environmental impact in the Republic of Uzbekistan.
Environmental pollution from industrial enterprises and factories ranks among environmental problems of the republic. In this context, the Address set important tasks to improve the environmental control system in production, review the procedure for conducting environmental audits and catalyze private audit activities in this field.
When industry adversely affects the natural world, it changes all environmental conditions in the worst way. Improvement of the environmental control system at industrial enterprises will prevent or reduce this impact.
In addition, the Government was entrusted to develop a program of integrated measures for 2020-2025 to prevent the environmental impact of industrial development. In turn, the Council of Ministers of the Republic of Karakalpakstan, regional and district administrations and municipalities should ensure the development and unconditional implementation of programs in the field of environmental protection, waste management in each region and at each enterprise.
The implementation of the complex of environmental measures envisaged by the integrated action plan will increase the level of environmental safety of citizens, preserve and restore natural systems in the region, including the number of populations of rare and endangered animals and plants of Uzbekistan.
The drying out of the Aral Sea is also a serious environmental disaster. Uzbekistan is making enormous efforts to stabilize the environmental situation in the Aral Sea region. Jointly with partners from foreign countries and international organizations, projects are underway to create protective forest stands on the drained bottom of the Aral Sea, to improve the water drainage system, and to increase the living standards of the Aral Sea population.
In this regard, the head of state emphasized that large-scale work will be continued to mitigate the consequences of the Aral Sea disaster, to expand forest plantations on the dry bottom of the sea, and to create green belts around the cities of Nukus, Urgench and Khiva.
Meanwhile, in the context of enhancing international cooperation to address the Aral Sea problem, great hopes are pinned on the UN Multi-Partner Human Security Trust Fund for the Aral Sea region, which will help to attract new knowledge, innovative solutions and technologies to the Aral Sea region in order to ensure sustainable development in the region.
Uzbekistan’s environmental safety policy takes one of the most important places in its development. Amid anthropogenic and technogenic impacts on nature, the policies on environmental protection mentioned in the President Mirziyoyev’s Address will contribute to further improvement of the ecological situation not only in the republic, but also in the entire Central Asian region.
