A number of priorities have been identified for monitoring sources of environmental pollution in enterprises and establishing state environmental control aimed at ensuring regular assessment and forecasting of the level of environmental pollution, which is one of the five priority areas adopted in the framework of the Action Strategy on development of the Republic of Uzbekistan in 2017-2021, are defined in the 2021 State Program "Year of Youth Support and Public Health".
In particular, paragraph 251 of the State Program provides for measures to improve the mechanisms for assessing the level of Environmental pollution, according to which the task is to approve the program of environmental monitoring in the Republic of Uzbekistan for 2021-2025.
The implementation of this item was ensured by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On further improving the system of environmental pollution assessment" adopted on 3 June this year.
The resolution adopted a program of environmental monitoring in the Republic of Uzbekistan for 2021-2025. Through this program there will be established monitoring of water resources, air and soil pollution sources, air, surface and groundwater and land pollution, dangerous exogenous geological processes, lake ecosystems and transboundary pollution of the environment.
The document also stipulates that by November 1, 2021, the Ministries of Health, Agriculture, Water Resources, Information Technology and Communications, the State Committee for Forestry, the State Committee for Geology and Mineral Resources, the Cadastre Agency under the State Tax Committee, the Hydrometeorological Service Center and the Academy of Sciences are entrusted with the task of integrating the departmental electronic information databases on state monitoring of the environment into the Single Geoinformation Database.
And by the end of this year, the departments of environmental pollution monitoring of the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan will be provided with 8 mobile laboratories, modern control and measuring devices and other equipment.
The Ministry of Health and the Ministry of Water Resources and JSC "Uzsuvta’minot" will take measures to study the quality of water in drinking water basins, prevent their pollution, identify and eliminate sources of pollution and set up continuous monitoring of microbiological and sanitary-chemical indicators of water in water bodies.
At the same time, the Ministry of Agriculture will takes measures to monitor the salinity of irrigated lands, assess soil fertility and compile soil maps, and prepare and publish a National Report on the state of land resources on annual basis.
The State Committee for Forestry monitors flora and fauna in the areas of state forestry and forestry-hunting farms, and its results are entered into the Unified System of State Cadastres on a quarterly basis. The Center of Hydrometeorological Service conducts daily, monthly observations of air quality on fine dispersed particles at 61 stationary stations located in 22 cities and other settlements of the country.
In short, by ensuring the implementation of this item in the State Program, a comprehensive approach and strategic plans will be introduced in the implementation of state functions on environmental protection, rational use of natural resources, improvement of sanitation and ecological situation.
